JerryRubinJERRY RUBIN, President and Chief Executive Officer

Jerry is responsible for the overall direction and management of the organization, and leads its Leadership Team. His responsibilities include setting and leading the strategic direction of the organization, senior staff leadership development, leading organizational innovations, leading development efforts and financial growth, outreach to external constituencies and strategic partnerships, innovations in branding and marketing, and Board relations. He recently marked his tenth year at JVS, leading the agency through its growth from a $7 million organization to its current budget of $14 million.

Prior to joining JVS, Jerry was Vice President of Building Economic Opportunities at Jobs for the Future, a national workforce development and education policy, research, and consulting organization. Jerry founded and was Executive Director of two non-profit organizations: the Greater Boston Manufacturing Partnership, a training and consulting organization based at the University of Massachusetts, and the Coalition for a Better Acre, a community development corporation based in Lowell, Massachusetts. Jerry also spent ten years in the city administration of Mayor Raymond L. Flynn, leading several housing, economic development and workforce development initiatives.

Jerry is a leading national expert on workforce development issues, speaking both nationally and locally on such topics as career ladders, unemployment and labor market issues, and removing barriers to economic success. Jerry is the author of numerous book chapters, articles, and monographs on housing, economic development and workforce development issues. He was recently named a member of the Boston Federal Reserve Bank’s Community Development Advisory Council (CDAC). In 2015, Jerry was appointed by Governor Charlie Baker to serve on the Task Force on the Economic Opportunity for Populations Facing Chronically High Rates of Unemployment, and he has also served on the Massachusetts Workforce Investment Board. In 2016, he was honored by the Massachusetts Immigrant and Refugee Advocacy Coalition for working to advance the rights and integration of immigrants and refugees.

Jerry holds a Bachelor’s Degree in Government from Clark University and a Master’s in City Planning from the Massachusetts Institute of Technology. Jerry serves as a Trustee of the Economic Empowerment Trust Fund of the Commonwealth, and the Buxton School in Williamstown, MA. He lives in Jamaica Plain with his wife, attorney and writer Carol Steinberg.

CarolGradyCAROL OZELIUS, Chief Operating Officer

Carol is responsible for all JVS programs and services, JVS CareerSolution the Massachusetts One-Stop Career Center, Human Resources, Facilities, IT, Data Quality and Volunteer Services. Carol and her team work with key Boston area employers, active job seekers, career changers, and those seeking educational opportunities leading to new skills and careers.

In the past several years at JVS, Carol and her teams have built the largest employer-based education and training program in Boston, established the Healthcare Training Institute, implemented a new Adult Diploma Program, expanded the Bridges to College program and started new skills training programs in Nursing and Pharmacy Tech. Carol and all JVS staff work hard to understand the changing marketplace and develop or enhance programs and services to meet the demands. 

Carol received her BA in Education from the University of Northern Iowa and her Masters in Public Health from East Stroudsburg University. Carol was recently appointed by the Governor to be a member of the Massachusetts Workforce Development Board.

KarinBlumKARIN BLUM, Chief Development Officer

Karin is responsible for leading the overall development strategy and function at JVS, working closely with the CEO, Board of Directors and senior staff. Previously, Karin was Senior Director of Development at Boston Children's Museum, where she managed all aspects of individual giving, as well as the Museum's membership programs. Her fundraising experience includes positions at Massachusetts College of Art and Design, Lesley University and Harvard Hillel. She is a member of Women in Development, has held volunteer positions with the Association of Fundraising Professionals and Council for Advancement and Support of Education, and has been a member of Planned Giving Group of New England.

Karin received a BA from Rice University. She is an active member and former officer of her synagogue, and serves as co-chair of her town’s Local Cultural Council.

JenJewellJENNIFER JEWELL, Chief Financial Officer

Jennifer Jewell is Chief Financial Officer at JVS. Jennifer is leading the overall financial strategy and function at JVS, working closely with the CEO, Executive Team, Board of Directors, and senior staff.

Jennifer brings over 15 years of nonprofit financial leadership to the CFO role. Her experience has primarily focused on developing internal systems and procedures to support the strategic growth of the organizations she has served. Jennifer is joining us from the National Center on Time and Learning where, as the Managing Director of Finance and Operations, she has led operations of four related education reform organizations. Previously, Jennifer served as the Senior Director of Finance and Regional Operations for KIPP Massachusetts. During her four year tenure in the lead finance role, KIPP MA grew from 1 school serving 370 students to 5 schools serving over 1,400 students, with a budget increase from $5M to $20M. Jennifer also played a pivotal role for 5 years on the national finance team at City Year, Inc. headquarters, managing a team of accountants and analysts to establish policies and replicable structures to support the $60 million organization’s growth of sites in multiple cities around the country.

Jennifer actively volunteers with numerous organizations, including serving on the board of Marblehead Community Access Media and various volunteering roles.

Jennifer holds a Bachelors of Science in Management from the University of Massachusetts at Amherst and a Masters of Public Administration with a Nonprofit Administration concentration from San Francisco State University.

KiraKhazatskyKIRA KHAZATSKY, Vice President of Employer and Educational Partnerships

Kira works with the area's top employers in identifying, designing, implementing and providing critical workforce development services. Through leadership and guidance Kira works with the dynamic Business Services team to ensure the training, coaching and mentoring needs of our employer partners are met with innovative solutions tailored to the current individual needs. Kira began her career at JVS as a workplace instructor and marketing assistant. Kira designed and delivered workplace courses including Effective Communication in the Organizational Environment, Outstanding Presentation Skills, Cultural Awareness, and English for Advancement. In her role as the Marketing Assistant she developed new relationships in the business community and marketed the solution-based services provided by JVS.

Kira holds a BA in Organizational Psychology and a Masters in Adult and Organizational Learning.

ChristinaKillizi SalamehCHRISTINA KILLIZLI-SALAMEH, Vice President of Human Resources and Administration

Christina Killizli-Salameh is Vice President of Human Resources and Administration at JVS. She is responsible for leading the overall Human Resource, Information Technology, Facility, and Welcome Center Operations strategy as well as all of the people functions at JVS Boston including the agency’s leadership professional development and employee training programs, Diversity and Inclusion programs, recruitment and retention of diverse talent, payroll and benefit operations, facility and technology planning and management, and the Welcome Center’s client, student, and customer service facing operations while working closely with the CEO, COO, CFO, and leadership team.

Christina brings to JVS over 15 years of leadership experience in the areas of Operations, Human Resource, Finance, and Compliance Risk Management for nonprofit and for-profit organizations. Prior to joining JVS, Christina was Senior Director of Human Resources and Operations for KIPP Massachusetts Public Schools.

Christina earned her Bachelor of Science degree from Newbury College in Business Management and an Executive Masters in Business Administration from Suffolk University. A native of Boston, Christina enjoys traveling, volunteering, and figuring out jig saw puzzles.

MirjanaKulenovicMIRJANA KULENOVIC, Vice President of Refugee and Disability Services

Mirjana directs the operations of a variety of refugee employment and training programs that help refugees adapt to their new society and gain the skills they need to secure stable employment and self-sufficiency. Prior to joining JVS, Mirjana worked for 7 years at the International Rescue Committee Boston in a variety of programs and roles. In 2001 she helped create and later ran the IRC Voices Program as an effort to educate the Greater Boston Community about refugee issues here and abroad. She has been an outspoken advocate for refugees throughout her work.

Mirjana holds a Bachelor’s Degree in Economics from the University of Zagreb where she specialized in International Economy.

AmyNishmanAMY NISHMAN, Vice President of Pay for Success and Skills Training

Amy oversees our skills training programs, the Secure Jobs initiative, and the launch and implementation of the first in the nation Pay for Success project focusing on workforce development. Her responsibilities include working collaboratively with her staff, project partners, and funders to develop, implement, and refine all the many programs in her department. Before coming to JVS, Amy coordinated two state-wide programs for the largest reproductive health center in New England. She has also done public health advocacy as well as worked in various direct service positions assisting people living with HIV, pregnant and parenting adolescents, substance users, and poor and homeless women.

Amy holds a BA in Sociology and Women’s Studies from the University of Michigan and a Master’s degree in both Public Health and Social Work from Boston University.

DoreenTreacyDOREEN TREACY, Vice President of Career Services 

Doreen is responsible for setting a vision and leading CareerSolution, ensuring high-quality customer services to job seekers and cutting-edge workforce development practices to Boston area employers.  A recognized social innovator and thought leader, she brings over 20 years of professional experience and a passion for creating economic pathways for Massachusetts' residents to her role. For 12 years she directed the CivicHealth Institute where she built a portfolio of asset-building, education, and training programs to address social determinants of health. She was also appointed to represent Gov. Patrick on a legislative Commission to Study the Feasibility of a Bank Owned by the Commonwealth.  Prior to joining DotWell, she led a team that delivered Homebuying 101 trainings to thousands of low-moderate income Boston residents over 9 years. Her work became the benchmark for establishing homebuyer education standards statewide and was recognized nationally.

She holds a BA from the University of Massachusetts-Amherst and a Masters of Divinity from Boston University.

JudySacksJUDY SACKS, Director of Professional and Jewish Community Services

Judy oversees customized services and program for professional-level career changers and job seekers. In her years at JVS, Judy has developed many community partnerships and has received awards for her contributions to both refugee resettlement and Jewish communal fields, including The Governor's New American Award and the International Association of JVS's Program Award for her team's quick recession-response program in partnership with CJP.

Judy is a member of the professional development committee of IAJVS; she has served on the board of Temple Aliyah in Needham and she serves on CJP's Boston-Haifa Connection as a member of the Ethiopian Jewry Committee.

Judy has a BA from Boston University and is a licensed social worker.

MadelineWenzelMADELINE WENZEL, Director of Disability Services 

Madeline manages the Transitions to Work program, the Connections program and the Massachusetts Rehabilitation contract at JVS.  As Director, she worked in partnership with Combined Jewish Philanthropies and the Ruderman Family Foundation to design the Transitions to Work program which is an innovative model of vocational training for young adults with a disability. Madeline has been working in the disability field for over ten years and serves on many disability committees in the community.

She holds a BA in Psychology from Colby-Sawyer College.
