Who We Are

Jerry Rubin is President and Chief Executive Officer of JVS. He is responsible for the overall direction and management of the organization, and leads its Management Team. His responsibilities include setting and leading the strategic direction of the organization, senior staff leadership development, leading organizational innovations, leading development efforts and financial growth, outreach to external constituencies and strategic partnerships, innovations in branding and marketing, and Board relations and development.

Prior to joining JVS, Jerry was Vice President of Building Economic Opportunities at Jobs For the Future, a national workforce development and education policy, research, and consulting organization. Jerry founded and was Executive Director of two non-profit organizations: the Greater Boston Manufacturing Partnership, a training and consulting organization based at the University of Massachusetts, and the Coalition For a Better Acre, a community development corporation based in Lowell, Massachusetts. Jerry also spent ten years in the city administration of Mayor Raymond L. Flynn, leading several housing, economic development and workforce development initiatives.

Jerry holds a Bachelors Degree in Government from Clark University and a Masters in City Planning from the Massachusetts Institute of Technology. He is the author of numerous book chapters, articles, and monographs on housing, economic development and workforce development issues. Jerry is a member of the Massachusetts Workforce Investment Board, and a Board member of the Greater Boston Manufacturing Partnership and the Allston-Brighton Community Development Corporation.
Phil Loomis is Vice President of Information Technology at JVS. He is responsible for maintaining and improving the agency’s databases, reporting, network, and other infrastructure systems.
Phil previously held IT management positions in private industry at various high tech and health care companies. Phil holds a BA in Physics and Astronomy from Boston University, and has IT certifications in a wide variety of software and systems.
 
As Vice President of Business Services at JVS, Carol works with Boston area employers to meet their business needs in the area of workforce development. By understanding the employers business goals, Carol and her team implement cutting-edge on-site training programs which prepare employees for career advancement.

Previously, Carol was the Director of Training for the largest private non-profit child welfare agency in New England. With Working closely with state and community partners, Carol implemented the mandated state wide training for Child Welfare Professionals on Child Sexuality. This training was recognized as the first of it’s kind in the nation. Also in her capacity as Director, Carol established on-site bachelors and masters level academic programs for professionals within her agency.

Carol holds and BA in Education and a Masters degree in Public Health.

Carson Berglund, Vice President of Development, is responsible for leading the overall development strategy and function at JVS. Carson works closely with the CEO and senior staff, the Board of Directors, and others to design and carry out various strategies for developing new funding to continue and expand JVS programs and services, including private and corporate foundation grants, capital campaigns, major gifts, and contracts with public agencies.

Before joining JVS, Carson worked as Director of Development for the Boston History & Innovation Collaborative; Director of Development for Jobs for the Future; Director of Business Development for Crittenton Hastings House; and held several positions during six years in California, including a K-6 district on the U.S.-Mexico border, the San Diego Workforce Partnership and National University. He has been a consultant to numerous non-profit and for-profit organizations in the education, workforce development and social service arenas. Carson holds a BA in Government from the University of Texas, Austin, and studied Political Theory at the Graduate School of Political Science at Johns Hopkins University in Baltimore, Maryland.

Danielle Wachs is the Director of Development of JVS. She is responsible for creating, leading and implementing the annual giving and major gift campaigns as well as the annual JVS Spring Gala. Danielle is the primary liaison with the Board of Directors and works closely with the Board to meet the challenges of building and strengthening the agency’s funding base in support of the JVS mission and programs.

Danielle’s past experience includes working as a Major Gift Officer at Massachusetts General Hospital, Philanthropic Advisor at State Street Global Advisors and serving as Foundation Administrator for The Travis Roy Foundation.
Danielle holds a Bachelors Degree in Psychology and Women’s Studies from Brandeis University. Danielle is a member of the Association of Fundraising Professionals and Women in Development.
 
Judy Sacks is the Director of Career Moves, JVS’s division providing career-related services and programs for the Jewish community. Judy has more than 25 years’ experience in both workforce development and Jewish communal service. She has developed many community partnerships and received awards for her contributions to the Jewish communal and refugee resettlement fields. She has a BA from Boston University and is a licensed social worker. Judy is an active member and former officer of Temple Aliyah, in Needham.
As the Director of Workforce Development at JVS Kira partners with the area's top employers in identifying, designing, implementing and providing critical workforce development services. Through leadership and guidance Kira works with the dynamic Business Services team to insure the training, coaching and mentoring needs of our employer partners are met with innovative solutions tailored to the current individual needs.

Kira began her career at JVS as a workplace instructor and marketing assistant. Kira designed and delivered workplace courses including Effective Communication in the Organizational Environment, Outstanding Presentation Skills, Cultural Awareness, and English for Advancement. In her role as the Marketing Assistant she developed new relationships in the business community and marketed the solution-based services provided by JVS.

Kira holds a BA in Organizational Psychology and a Masters in Adult and Organizational Learning.
Mirjana Kulenovic is Director of Refugee Services at JVS. She directs the operations of a variety of refugee employment and training programs that help refugees adapt to their new society and gain the skills they need to secure stable employment and self-sufficiency.

Prior to joining JVS, Mirjana worked for 7 years at the International Rescue Committee Boston in a variety of programs and roles. In 2001 she helped create and later ran the IRC Voices Program as an effort to educate the Greater Boston Community about refugee issues here and abroad. She has been an outspoken advocate for refugees throughout her work.

Mirjana holds a Bachelor’s Degree in Economics from the University of Zagreb where she specialized in International Economy.
